PBA is hoping to introduce legislation that will have a positive effect on State law enforcement officers

Alabama P.B.A. executive director and lobbyist J.D. Hobbie has been working on an annual leave bill that would allow state law enforcement officers to sell back excess annual leave time to the State of Alabama in lieu of having to take days off or lose them. The bill was introduced by Senator Wendell Mitchell (Dem. Luverne) and passed both the house and senate. It was vetoed by Governor Bob Riley who sited budgetary constraints in the general fund budget. Once the economy picks up and sales tax revenues increase, we hope to reintroduce the legislation.

Mr. Hobbie has also had legislation introduced that would required all internal affairs investigations of law enforcement officers to be completed in a ninety day period unless a longer time period could be justified. This bill would apply to administrative investigations only and would not inhibit criminal investigations of law enforcement officers. This bill was defeated due in part to the lobby of other law enforcement organizations in the state. The P.B.A. would like to thank Representative Spencer Collier (Rep. Mobile) and Senator Larry Means (Dem. Atalla) for their support of this bill.
